Mr. Heckles is  a crazy old man who lives in the apartment right below Monica and Rachels, and is always coming up to complain about how much noise they are making, when most of the time, they aren't making any. Mr Heckles dies in the middle of the second season and since he has no friends or family, and has no money, he leaves all his earthly possions "to the noisy girls in the apartment above mine." they think it is sweet until they see the apartment and relize that it was his final revenge, since it is all junk and they just have to clean it all out. It may be hard to imagine, since now he is crazy, but Heckles was voted class clown in high school and according to Phoebe, was actually kinda cute. He wore the same bathrobe all the time and tried to steal Marcel from Ross unsuccesfully.  

 

Mr Heckles: (when he opens the door of his apartment and sees Phoebe and Rachel) hey, I had a waffle sitting out here.

 

Phoebe: why did you have a waffle out here?

 

Heckles: I wasn't ready for it yet. (they walk away) you owe me a waffle.

 

Mr. Heckles: (he knocks on their door in his bathrobe) your doing it again.

 

Monica: Doing what? We're not doing anything

 

Heckles: My cats can't sleep

 

Rachel: You don't even have cats.

 

Heckles: I could have cats.

 

Monica: Okay Mr. heckles, we'll try to keep it down.

 

Heckles: Thank you. I'm going to go rejoin my dinner party
